Why splitting testing and inspection across two vendors costs you time
It seems reasonable to competitively bid inspections and materials testing separately. Each scope gets a specialist, each comes in a little cheaper, and procurement is happy.
Then the pour happens. The testing lab takes cylinders on their schedule and the special inspector documents the placement on theirs, and the two records do not quite line up. Now someone on your team is reconciling paperwork instead of building.
When the same organisation holds both the DOB Special Inspection Agency registration and the materials testing lab, the field sample and the inspection record come from one chain of custody. Reports arrive in one format, on one timeline, and when the department asks a question there is one number to call.
The line item looks slightly higher. The schedule cost of reconciling two vendors is where the money actually goes.
